Tar\u0131m i\u015fletmelerinde artan makine say\u0131 ve &ccedil;e\u015fitlili\u011fi, beraberinde i\u015f kazalar\u0131n\u0131 da getirmektedir. Kazalar, kaynak (mal) ve para kayb\u0131na neden olurlar. Tar\u0131m i\u015fletmelerindeki bu kay\u0131plar; gelir kayb\u0131, &uuml;retim kayb\u0131, hasar, yaralanma ve sakatl\u0131k nedeniyle olu\u015fan sa\u011fl\u0131k giderleri \u015feklinde &ouml;zetlenebilir. <br \/>\n\t\t\tGeli\u015fmi\u015f &uuml;lkelerde kaza istatistikleri d&uuml;zenli olarak tutulmakta, i\u015f kazas\u0131 analizleri d&uuml;zenli ve kapsaml\u0131 bir bi&ccedil;imde yap\u0131lmakta ve i\u015f g&uuml;venli\u011fi &ouml;nlemleri de bu bilgiler \u0131\u015f\u0131\u011f\u0131nda yeniden g&ouml;zden ge&ccedil;irilerek yenilenmektedir. &Uuml;lkemiz hen&uuml;z bu t&uuml;r uygulamalardan &ccedil;ok uzakt\u0131r. G&uuml;venli ve sa\u011fl\u0131kl\u0131 bir ortamda &ccedil;al\u0131\u015fman\u0131n yararlar\u0131 sadece &ccedil;al\u0131\u015fan\u0131n g&uuml;venli\u011fi ve sa\u011fl\u0131\u011f\u0131n\u0131n korunmas\u0131 ile kalmamakta, i\u015fletmenin verimlili\u011fi de artmaktad\u0131r.<br \/>\n\t\t\tTar\u0131m i\u015fletmelerinde i\u015f kazalar\u0131 &ccedil;al\u0131\u015fanlar\u0131n sa\u011fl\u0131k ve ya\u015fam\u0131n\u0131 tehdit etmektedir ve giderleri y&uuml;ksektir. \u0130\u015f g&uuml;venli\u011fi kurallar\u0131n\u0131n uygulanmas\u0131 sonucu; i\u015f kazalar\u0131nda azalma, giderlerde azalma, &uuml;retimde ve verimlilikte art\u0131\u015f sa\u011flanmaktad\u0131r. Bu &ccedil;al\u0131\u015fmada tar\u0131m makineleri kullan\u0131m\u0131nda olu\u015fan i\u015f kazalar\u0131, kaza giderleri&nbsp; ve kazalar\u0131n &ouml;nlenmesi ile ilgili &ouml;nemli g&uuml;venlik kurallar\u0131 tart\u0131\u015f\u0131lm\u0131\u015ft\u0131r.<\/span> <strong>&nbsp;<\/strong>\n\t\t\t<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>\n<strong>1. G\u0130R\u0130\u015e<\/strong>\n<\/p>\n<p>\nTar\u0131msal &uuml;retimde art\u0131\u015f\u0131n sa\u011flanabilmesi i&ccedil;in, toprak ve su kaynaklar\u0131n\u0131n korunmas\u0131 ve d&uuml;zenlenmesi, sulama, g&uuml;breleme, tar\u0131msal sava\u015f vb. &uuml;retim teknolojilerinden yararlan\u0131l\u0131r. Bu &uuml;retim teknolojilerinin tam olarak uygulanabilmesi ancak modern tar\u0131m makinelerinin kullan\u0131m\u0131 ile ger&ccedil;ekle\u015ftirilebilir (1). Teknolojik geli\u015fim olarak da adland\u0131r\u0131labilecek bu geli\u015fim, insan\u0131n fiziksel i\u015flerini azaltarak, &uuml;retimi h\u0131zland\u0131rmaktad\u0131r. Ancak teknolojik geli\u015fime paralel olarak, insana duyulan gereksinme azal\u0131r g&ouml;z&uuml;kmesine ra\u011fmen, insan i\u015finin niteli\u011fi artmaktad\u0131r (2). Bu nedenle &uuml;retimde kullan\u0131lan makinelerin insan &ouml;zellikleri dikkate al\u0131narak tasarlanmas\u0131 gerekir (3). Aksi halde, bir yandan yetenekleri d\u0131\u015f\u0131nda zorlanan insan, meslek hastal\u0131k ve kazalar\u0131n\u0131n art\u0131\u015f\u0131na neden olurken, di\u011fer yandan beklenen i\u015f ba\u015far\u0131s\u0131n\u0131 ger&ccedil;ekle\u015ftiremez. <br \/>\nG&uuml;n&uuml;m&uuml;zde end&uuml;stride, madencilikte, tar\u0131mda, yap\u0131 i\u015flerinde ve akla gelebilecek bir&ccedil;ok i\u015f kollar\u0131nda meydana gelen kazalar\u0131n ve sa\u011fl\u0131\u011fa zararl\u0131 ortam ko\u015fullar\u0131n\u0131n ne boyutta oldu\u011fu bir &ccedil;ok &uuml;lkede bilinmektedir. \u0130\u015fletmelerde bu tehlikelerle bilin&ccedil;li olarak sava\u015f\u0131m gere\u011finin duyulmas\u0131, i\u015f g&uuml;venli\u011fi kavram\u0131n\u0131n do\u011fmas\u0131na neden olmu\u015ftur. \u0130\u015f g&uuml;venli\u011fi, &ccedil;al\u0131\u015fanlar\u0131 &uuml;retimden kaynaklanan tehlikelerden ve sa\u011fl\u0131\u011fa zararl\u0131 ko\u015fullardan korunmak i&ccedil;in yap\u0131lan sistemli &ccedil;al\u0131\u015fmalard\u0131r (4).<br \/>\n\u0130\u015f g&uuml;venli\u011finin &uuml;&ccedil; temel amac\u0131 bulunmaktad\u0131r. Bunlar; 1- &ccedil;al\u0131\u015fanlar\u0131 korumak, 2- &uuml;retim g&uuml;venli\u011fini sa\u011flamak ve 3- i\u015fletme g&uuml;venli\u011fini sa\u011flamakt\u0131r. &Ccedil;al\u0131\u015fanlar\u0131 i\u015fyerinin olumsuz etkilerinden (i\u015f kazalar\u0131, meslek hastal\u0131klar\u0131) koruyarak, rahat ve g&uuml;venli bir ortamda &ccedil;al\u0131\u015fmalar\u0131n\u0131 sa\u011flamak, &uuml;retim g&uuml;venli\u011fini sa\u011flamak, i\u015f yerinde &ccedil;al\u0131\u015fanlar\u0131n korunmas\u0131yla meslek hastal\u0131klar\u0131 ve i\u015f kazalar\u0131 sonucu ortaya &ccedil;\u0131kan i\u015fg&uuml;c&uuml; ve i\u015fg&uuml;n&uuml; kay\u0131plar\u0131 azalacak, dolay\u0131s\u0131yla &uuml;retim korunacak, daha sa\u011fl\u0131kl\u0131 ve g&uuml;venli bir ortam\u0131n &ccedil;al\u0131\u015fana verdi\u011fi g&uuml;venle i\u015f veriminde art\u0131\u015f olacakt\u0131r. \u0130\u015fletme g&uuml;venli\u011fini sa\u011flamak i\u015f yerinde al\u0131nacak &ouml;nlemler arac\u0131l\u0131\u011f\u0131 ile, i\u015f kazalar\u0131ndan veya g&uuml;vensiz ve sa\u011fl\u0131ks\u0131z &ccedil;al\u0131\u015fma ortam\u0131ndan dolay\u0131 do\u011fabilecek makine ar\u0131zalar\u0131 ve devre d\u0131\u015f\u0131 kalmalar\u0131, yang\u0131n vb. i\u015fletmeyi tehlikeye d&uuml;\u015f&uuml;rebilecek durumlar ortadan kald\u0131r\u0131laca\u011f\u0131ndan i\u015fletme g&uuml;venli\u011fi sa\u011flanm\u0131\u015f olur (5).<br \/>\nBu &ccedil;al\u0131\u015fman\u0131n, amac\u0131 tar\u0131m makineleri ile &ccedil;al\u0131\u015fmada olu\u015fan i\u015f kazalar\u0131 ve kaza giderlerini a&ccedil;\u0131klamak, kazalar\u0131n olu\u015fumu ve &ouml;nlenmesi ile ilgili &ouml;nemli g&uuml;venlik kurallar\u0131n\u0131 tart\u0131\u015fmakt\u0131r.\n<\/p>\n<p><strong><br \/>\n<\/strong><\/p>\n<p>\n<strong>2. \u0130\u015e KAZALARI<\/strong>\n<\/p>\n<p>\n\u0130\u015f kazas\u0131, hatal\u0131 davran\u0131\u015f veya teknik bir ar\u0131za nedeniyle ortaya &ccedil;\u0131kan ve sonucunda her zaman bir sakatlanma, &ouml;l&uuml;m ya da tahrip g&ouml;r&uuml;lmese bile, belirli bir faaliyetin tamamlanmas\u0131n\u0131 engelleyen bir olayd\u0131r (6). Tarla tar\u0131m\u0131 ve bah&ccedil;e tar\u0131m\u0131 gibi u\u011fra\u015f alanlar\u0131nda g&uuml;venli &ccedil;al\u0131\u015f\u0131lmazsa tehlikeli olabilmektedir. 1992 y\u0131l\u0131nda Amerika Birle\u015fik Devletleri&#39;nde Ulusal G&uuml;venlik Konseyi&#39;nin (NSC) yapt\u0131\u011f\u0131 ara\u015ft\u0131rma sonucunda tar\u0131m i\u015f kolunda 1 200 &ouml;l&uuml;mc&uuml;l kaza ve 140 000 kal\u0131c\u0131 sakatl\u0131klara yol a&ccedil;an kaza oldu\u011fu belirtilmi\u015ftir. &Ouml;l&uuml;mc&uuml;l&nbsp; ve yaralanmaya yol a&ccedil;an kazalar\u0131n % 50&#39;sinin tar\u0131msal i\u015fte do\u011frudan &ccedil;al\u0131\u015fma esnas\u0131nda, %50&#39;sinin de dolayl\u0131 olarak olu\u015ftu\u011fu saptanm\u0131\u015ft\u0131r. Ulusal G&uuml;venlik Konseyi&#39;nin ayn\u0131 y\u0131l\u0131n bir ba\u015fka ara\u015ft\u0131rma sonucunda tar\u0131m i\u015f kolunun madencilik ve yap\u0131 i\u015f kolu ile birlikte &uuml;&ccedil; riskli meslek grubunda yer ald\u0131\u011f\u0131 bildirilmi\u015ftir. Ara\u015ft\u0131rmaya g&ouml;re, her 100 000 &ccedil;al\u0131\u015fandan 37&#39;sinin tar\u0131m-ormanc\u0131l\u0131k i\u015f kolunda, 29&#39;unun madencilik-ta\u015f oca\u011f\u0131 i\u015f kolunda, 22&#39;sinin yap\u0131 i\u015f kolunda ve 7&#39;sinin end&uuml;stri i\u015f kolunda i\u015f kazas\u0131na u\u011frad\u0131\u011f\u0131 belirtilmi\u015ftir (\u015eekil 1). Tar\u0131mla ilgili kazalar sadece bitkisel &uuml;retim ve &ccedil;iftlik hayvanlar\u0131 &uuml;retimini de\u011fil ayn\u0131 zamanda ormanc\u0131l\u0131k, bal\u0131k&ccedil;\u0131l\u0131k ve tar\u0131msal hizmetleri de i&ccedil;ermektedir (7). Ancak T&uuml;rkiye&#39;de tar\u0131m i\u015f kolunda i\u015f kazalar\u0131na ait istatistikler, yeterli ve ayr\u0131nt\u0131l\u0131 de\u011fildir.<br \/>\n<img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/ciftci.ksu.edu.tr\/dokumanlar\/resimler\/is_kazalari\/clip_image002.gif\" alt=\"\u015eekil 1. ABD&#39;de&nbsp; i\u015f kollar\u0131na g&ouml;re i\u015f kazalar\u0131 da\u011f\u0131l\u0131m\u0131 (7)\n<\/p>\n<p>\n&Uuml;lkemizde trakt&ouml;r ile yap\u0131lan kazalar di\u011fer tar\u0131m makinelerine g&ouml;re daha fazlad\u0131r. Trakt&ouml;rle&nbsp; yap\u0131lan kazalar genellikle trakt&ouml;rden d&uuml;\u015fme, trakt&ouml;r&uuml;n \u015fahlanmas\u0131, yana yatmas\u0131 ve di\u011fer ara&ccedil;larla &ccedil;arp\u0131\u015fmas\u0131 \u015feklinde ortaya &ccedil;\u0131kmaktad\u0131r (8, 9, 10).<br \/>\nTar\u0131mdaki gen&ccedil; ve &ccedil;ocuklar\u0131n g&uuml;venli\u011fi de bir sorundur. Kesin istatistikler mevcut de\u011fildir, fakat tar\u0131msal g&uuml;venlik uzmanlar\u0131 her y\u0131l bu i\u015f kolunda 14 ya\u015f grubunun alt\u0131nda 160 &ccedil;ocuktan daha fazlas\u0131n\u0131n kazayla &ouml;ld&uuml;\u011f&uuml;n&uuml; tahmin etmektedirler. Baz\u0131 raporlar, her y\u0131l 16 ya\u015f grubunun alt\u0131nda 300 &ccedil;ocu\u011fun kazayla &ouml;ld&uuml;\u011f&uuml;n&uuml; bildirmektedir (7). ABD&#39;de Ulusal G&uuml;venlik Konseyi&#39;nin 1988 y\u0131l\u0131nda 35 eyalette yapt\u0131\u011f\u0131 &ccedil;al\u0131\u015fma, tar\u0131msal i\u015flerde, kazalarda zarar g&ouml;ren ki\u015filerin ya\u015f gruplar\u0131, bu konuda daha fazla bilgiyi ortaya&nbsp; koymaktad\u0131r (&Ccedil;izelge 1). &Ccedil;izelgede g&ouml;r&uuml;ld&uuml;\u011f&uuml; gibi, tar\u0131mda olu\u015fan toplam kazalar; 25 ya\u015f\u0131n alt\u0131ndaki grupta %28, 25-44 orta ya\u015f olarak adland\u0131r\u0131lan grupta %35, 45 ya\u015f ve &uuml;st&uuml;ndeki grupta ise %37 olmaktad\u0131r. Trakt&ouml;r kazalar\u0131na neden olan ki\u015filerin ya\u015flar\u0131 da tar\u0131mda olu\u015fan toplam kazalardaki ya\u015f gruplar\u0131na benzer olmaktad\u0131r. Bu durum tar\u0131mda &ccedil;al\u0131\u015fanlar\u0131n ve trakt&ouml;r kullananlar\u0131n i\u015f g&uuml;venli\u011fi konusunda e\u011fitimsiz oldu\u011fu veya g&uuml;venlik kurallar\u0131n\u0131 dikkate almad\u0131\u011f\u0131 \u015feklinde de\u011ferlendirilebilir.<\/p>\n<hr class=\"system-pagebreak\" \/>\n<p align=\"center\">\n&Ccedil;izelge 1. Tar\u0131m Makineleri Kullan\u0131m\u0131ndan Olu\u015fan Kaza &Ouml;rnekleri<\/strong>\n<\/p>\n<p>\nTar\u0131m makineleri ve trakt&ouml;rlerle &ccedil;al\u0131\u015f\u0131l\u0131rken &ccedil;e\u015fitli nedenlerden dolay\u0131 olu\u015fan kazalardan baz\u0131lar\u0131 a\u015fa\u011f\u0131da verilmi\u015ftir (7). &Ouml;rnek olarak se&ccedil;ilen bu kazalar ger&ccedil;ek olup, tar\u0131m kesiminde &ccedil;al\u0131\u015fanlar\u0131n bu olaylardan ders almalar\u0131 gerekmektedir:\n<\/p>\n<ul>\n<li>Diskli bi&ccedil;me makinesi ile &ccedil;al\u0131\u015f\u0131rken, kesici taraf\u0131ndan f\u0131rlat\u0131lan bir cismin kaza kurban\u0131n\u0131n sol g&ouml;z&uuml;ne &ccedil;arpmas\u0131 sonucu g&ouml;z&uuml;n k&ouml;r olmas\u0131, <\/li>\n<li>Balya makinesi &ccedil;al\u0131\u015f\u0131rken besleme d&uuml;zenine elle materyali yedirirken kolun kapt\u0131r\u0131lmas\u0131 ve kesilmesi, <\/li>\n<li>&Ouml;zel arac\u0131 h\u0131zl\u0131 s&uuml;rerken, bir bi&ccedil;erd&ouml;verle &ccedil;arp\u0131\u015fma sonucu kollarda ve kal&ccedil;a kemi\u011finde k\u0131r\u0131k ve ba\u015fta hasar, <\/li>\n<li>Tar\u0131m arabas\u0131ndan siloya &uuml;r&uuml;n bo\u015faltma s\u0131ras\u0131nda, onar\u0131m yaparken silo i&ccedil;erisine d&uuml;\u015fme ve silo gazlar\u0131 etkisiyle bo\u011fulma, <\/li>\n<li>&nbsp;Trakt&ouml;r&uuml;n arkas\u0131ndaki tar\u0131m arabas\u0131ndan d&uuml;\u015fme ve tekerlekler taraf\u0131ndan ezilerek &ouml;l&uuml;m, <\/li>\n<li>Drenaj kanal\u0131n\u0131n yan\u0131ndaki otlar\u0131 tamburlu bi&ccedil;me makinesi ile bi&ccedil;erken trakt&ouml;r&uuml;n drenaj kanal\u0131na devrilmesi sonucu &ouml;l&uuml;m, <\/li>\n<li>Trakt&ouml;r&uuml;n setten kayd\u0131r\u0131l\u0131p devrilmesi (trakt&ouml;r koruyucu &ccedil;at\u0131 sistemine sahip), f\u0131rlay\u0131p koruyucu &ccedil;er&ccedil;eve ile toprak aras\u0131na s\u0131k\u0131\u015fma sonucu &ouml;l&uuml;m, <\/li>\n<li>Vitese tak\u0131l\u0131 durumda trakt&ouml;re binmeden trakt&ouml;r&uuml; yerden &ccedil;al\u0131\u015ft\u0131rma sonucu kaza kurban\u0131n\u0131 ezerek &ouml;ld&uuml;rme, <\/li>\n<li>Helezonlu bir tar\u0131m arabas\u0131ndan m\u0131s\u0131r bo\u015falt\u0131rken ceketin, korumas\u0131 olmayan kuyruk mili \u015faft\u0131na kapt\u0131r\u0131lmas\u0131 sonucu her iki kolunu yitirme. <\/li>\n<\/ul>\n<p>\n&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Yukar\u0131daki kazalar ve buna benzer bir &ccedil;ok kaza, g&uuml;venlik kurallar\u0131n\u0131n bilinmemesi veya dikkate al\u0131nmamas\u0131 sonucu olu\u015fmaktad\u0131r. <\/p>\n<hr class=\"system-pagebreak\" \/>\n<p><strong>3. KAZA G\u0130DERLER\u0130<\/strong> <\/p>\n<p>\nTar\u0131mda, sa\u011fl\u0131k ve g&uuml;venlik riskleri di\u011fer baz\u0131 end&uuml;strilerden daha fazla olmaktad\u0131r. 1979 rakamlar\u0131na g&ouml;re tar\u0131mda &ccedil;al\u0131\u015fanlardan her 100 000 ki\u015fiden 17&#39;si, madencilik ve petrol end&uuml;strisinde ise her 100 000 ki\u015fiden 19.8&#39;i &ouml;l&uuml;mc&uuml;l kazaya u\u011fram\u0131\u015ft\u0131r (11). <br \/>\nTar\u0131m i\u015fletmeleri ile ilgili kaza kay\u0131tlar\u0131ndan dikkat &ccedil;ekici &ouml;zelliklerden bir tanesi, &ccedil;ocuklar\u0131n &ouml;l&uuml;m&uuml; ve ciddi \u015fekilde sakatlanmas\u0131 ile ilgili oland\u0131r. Bu, tar\u0131m i\u015fletmesinin (&ccedil;iftli\u011fin) hem ev hem i\u015f yeri olmas\u0131ndan kaynaklanmaktad\u0131r. Tar\u0131ma &ouml;zg&uuml; sa\u011fl\u0131k riskleri de vard\u0131r. &Ouml;rne\u011fin, saman yakma ve kimyasallar\u0131n kullan\u0131m\u0131 sonucu olu\u015fan yan\u0131klar ve deri rahats\u0131zl\u0131klar\u0131, bakteriler taraf\u0131ndan yay\u0131lan yaralar sonucu tetanoz tehlikesi, organik tozlardan olu\u015fan Clostridium tetenozu (&ccedil;ift&ccedil;i kanseri), farelerin d\u0131\u015fk\u0131s\u0131ndan yay\u0131lan Weil&#39;s hastal\u0131\u011f\u0131 (spirochaete) vb. rahats\u0131zl\u0131klar tar\u0131msal i\u015fler ya da ortamlar nedeniyle olu\u015fmaktad\u0131r. <br \/>\nTar\u0131msal &uuml;retimi daha g&uuml;venli ve sa\u011fl\u0131kl\u0131 ya\u015fan\u0131lan bir &ccedil;al\u0131\u015fma alan\u0131 haline getirmek i&ccedil;in, insani nedenlerin yan\u0131 s\u0131ra ekonomik nedenler de vard\u0131r. Kazalar, 1- para (maliyet), 2- kaynak kayb\u0131na neden olurlar. Bu kay\u0131plar; gelir kayb\u0131, &uuml;retim kayb\u0131, hasar, yaralanma ve sakatl\u0131k nedeniyle olu\u015fan sa\u011fl\u0131k giderleri \u015feklinde ortaya &ccedil;\u0131kar. Ayn\u0131 \u015fekilde, kazalar\u0131n &ouml;nlenmesi i&ccedil;in ayr\u0131lan kaynaklar\u0131n da m&uuml;mk&uuml;n oldu\u011fu kadar az olmas\u0131 gerekir. Bu nedenle, kazalar\u0131n azalt\u0131lmas\u0131 i&ccedil;in g&uuml;venlik kurallar\u0131na dikkat edilmelidir (11).\n<\/p>\n<p>\n\u0130ngiltere&#39;de yap\u0131lan bir ara\u015ft\u0131rmaya g&ouml;re, tar\u0131mda &ouml;l&uuml;mc&uuml;l olmayan kazalar\u0131n tiplerine g&ouml;re gider &ccedil;e\u015fitleri &Ccedil;izelge 2&#39;de verilmi\u015ftir. Buna g&ouml;re, &ouml;rne\u011fin trakt&ouml;r devrilmesinde 33 kazan\u0131n ortalama gideri kaza ba\u015f\u0131na 4 486 dolard\u0131r. Bu giderlerin %60&#39;\u0131 hasar, %17&#39;si i\u015f gecikmesi, %15&#39;i &ouml;nlem ve %7&#39;si de sa\u011fl\u0131k giderlerinden olu\u015fmaktad\u0131r. Di\u011fer kendi y&uuml;r&uuml;r makinelerde ise 43 kazan\u0131n ortalama gideri kaza ba\u015f\u0131na 2 228 dolard\u0131r ve bu giderlerin %17&#39;si hasar, %49&#39;u i\u015f gecikmesi, %22&#39;si &ouml;nlem ve %13&#39;&uuml; sa\u011fl\u0131k giderlerinden olu\u015fmaktad\u0131r. Bir tar\u0131m i\u015fletmesinde olu\u015fan herhangi bir kazan\u0131n i\u015fletmeye getirdi\u011fi ortalama gider ise 1 435 dolar olmaktad\u0131r. Amerika Birle\u015fik Devletleri&#39;nin Iowa eyaletinde &ouml;l&uuml;mc&uuml;l trakt&ouml;r kazalar\u0131na ait giderlerin en az 7 250 000 USD\/y\u0131l oldu\u011fu bildirilmektedir (12).\n<\/p>\n<p>\n<br \/>\nABD&#39;de Ulusal G&uuml;venlik Konseyinin yapt\u0131\u011f\u0131 bir ara\u015ft\u0131rmaya g&ouml;re, bir tar\u0131m i\u015fletmesinde olu\u015fan bir kazan\u0131n o tar\u0131m i\u015fletmesinde ortalama 10 g&uuml;nl&uuml;k bir i\u015fg&uuml;n&uuml; kayb\u0131na yol a&ccedil;t\u0131\u011f\u0131 saptanm\u0131\u015ft\u0131r. T\u0131bbi m&uuml;dahale gerektiren bir kazadan sonraki hastane, doktor ve t\u0131bbi gere&ccedil; tutarlar\u0131, i\u015fletme i&ccedil;in parasal s\u0131k\u0131nt\u0131lara yol a&ccedil;maktad\u0131r. Kazaya u\u011fram\u0131\u015f olan i\u015fletme fertlerinden baz\u0131lar\u0131n\u0131n &ouml;l&uuml;m&uuml; veya kal\u0131c\u0131 sakatl\u0131klara maruz kalmas\u0131, o tar\u0131m i\u015fletmesinin &ccedil;al\u0131\u015fma d&uuml;zenini &ouml;nemli &ouml;l&ccedil;&uuml;de etkileyebilmektedir (7).\n<\/p>\n<p>Farkl\u0131 &uuml;lkelerde yap\u0131lan ara\u015ft\u0131rmalar,&nbsp; tar\u0131m makineleri ile &ccedil;al\u0131\u015fmada i\u015f kazalar\u0131n\u0131n &ccedil;ok b&uuml;y&uuml;k boyutlarda oldu\u011funu g&ouml;stermektedir. ABD&#39;de 1954-1964 y\u0131llar\u0131 aras\u0131ndaki on y\u0131ll\u0131k d&ouml;nemde ortalama olarak her y\u0131l 2 409 kaza oldu\u011fu ve bu kazalar\u0131n yakla\u015f\u0131k olarak 1000 kadar\u0131n\u0131n trakt&ouml;rlerle yap\u0131ld\u0131\u011f\u0131, trakt&ouml;r kazalar\u0131n\u0131n %50&#39;den fazlas\u0131n\u0131n trakt&ouml;r&uuml;n devrilmesi sonucu meydana geldi\u011fi bildirilmektedir. 1969 y\u0131l\u0131nda ABD&#39;de Ulusal G&uuml;venlik Konseyinin Tar\u0131m B&ouml;l&uuml;m&uuml;n&uuml;n yapt\u0131\u011f\u0131 ara\u015ft\u0131rma sonucunda tar\u0131msal i\u015fletmelerde yakla\u015f\u0131k 7 000 &ccedil;iftlik sakininin &ouml;ld&uuml;\u011f&uuml;, 600 000 ki\u015finin de kal\u0131c\u0131 sakatl\u0131klara maruz kald\u0131\u011f\u0131 g&ouml;r&uuml;lm&uuml;\u015ft&uuml;r. Ayn\u0131 zamanda bu kazalar 2 000 000 &ccedil;ift&ccedil;iyi etkilemi\u015f ve bu &ccedil;ift&ccedil;ilere&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; 220 000 000 dolar zarar vermi\u015ftir. G&uuml;venlik &ccedil;er&ccedil;evesi veya kabinli trakt&ouml;rlerde kaza s\u0131ras\u0131nda, trakt&ouml;r kullan\u0131c\u0131s\u0131 trakt&ouml;r alt\u0131nda kal\u0131p ezilmekten kurtulabilir, ancak savrulup kabine &ccedil;arpmama konusunda hi&ccedil;bir garanti sa\u011flanamaz. Bu nedenle yan\u0131nda emniyet kemeri zorunlulu\u011fu da vard\u0131r. Bu uygulaman\u0131n &uuml;lkemizde de ba\u015flat\u0131lmas\u0131 zorunludur.<br \/>\nYap\u0131lan bir anket &ccedil;al\u0131\u015fmas\u0131na g&ouml;re, trakt&ouml;r kazalar\u0131na, trakt&ouml;rlerin kapasitelerinin zorlanmas\u0131 ve s&uuml;r&uuml;c&uuml; hatalar\u0131 neden olmaktad\u0131r (11).
