Mevcut yap\u0131n\u0131n ayr\u0131nt\u0131l\u0131 analizlerinin yap\u0131lmas\u0131 ve bu analizlerin objektif, yani ölçülebilir yöntemlerle de\u011ferlendirilmesi ile optimum alan kullan\u0131mlar\u0131 saptanabilir. \nAra\u015ft\u0131rma kapsam\u0131nda, 1991 y\u0131l\u0131nda il statüsüne geçen Bart\u0131n ili incelenmi\u015ftir. Bat\u0131 Karadeniz Bölgesi'nde yer alan Bart\u0131n, do\u011fal ve kültürel özellikleri yönünden önemli de\u011ferlere sahiptir. \u0130l ve yak\u0131n çevresinin sahip oldu\u011fu bu de\u011ferlerin gelecek nesillere b\u0131rak\u0131labilmesi, koruma ve kullan\u0131m faaliyetlerinin bir planlama çerçevesinde yap\u0131lmas\u0131 ile olas\u0131d\u0131r. Bu nedenle henüz peyzaj özellikleri yönünden fazla tahrip olmam\u0131\u015f olan yörenin öncelikle do\u011fal ve kültürel yap\u0131s\u0131na ili\u015fkin potansiyeli saptanm\u0131\u015ft\u0131r. Co\u011frafi Bilgi Sistemleri (CBS) arac\u0131l\u0131\u011f\u0131yla saptanan potansiyel yap\u0131, peyzaj için önem ta\u015f\u0131yan sektörlere (koruma, turizm, rekreasyon, tar\u0131m, yerle\u015fim, sanayi, ticaret vs.) göre genel olarak de\u011ferlendirilmi\u015ftir. Bart\u0131n ili ve yak\u0131n çevresi, orman ve su varl\u0131\u011f\u0131 bak\u0131m\u0131ndan alan\u0131n\u0131n büyük bir bölümünde çok yüksek potansiyel göstermektedir. The detailed analysis of the existing structure and the evaluation of the data obtained by the help of quantitative methods is determined by means of optimum land uses. For this reason, a method based on mathemathics was used in the evaluation phase of this research. The scope of this research embraces the Bart\u0131n province that was founded in 1991. Bart\u0131n located in West Blacksea Region has various resources as far as natural and cultural properties are concerned. It is possible to transfer the values of Bart\u0131n and it's near environs to future generations only by means of a planning process comprising both conservation and development activities in a balanced manner. The potential of the natural and cultural values of the region that was not damaged as far as landscape quality is concerned were determined in the first phase of the study. The determination of the potential of the existing situation was made by the help of Geographical Information Systems (GIS) as a tool. Then, this potential was evaluated in the frame of sectors that were important for landscape which are conservation, tourism, recreation, agriculture, settlements, industry, commerce etc. According to this research, province of Bart\u0131n and it's near environs that has great potential as far as forest and water resources are concerned has to be evaluated as a conserved area and tourism and recreation possibilities have to be developed. The lands having high soil quality must be used as absolute agricultural lands.
